Resumen
This report aims to describe the process of building an ecosystem to address the shortage of STEM talent in Bizkaia and to respond to the challenge of ensuring territorial competitiveness for well-being. It starts with a theoretical analysis of the dimensions involved in a territorial talent policy, especially when it comes to STEM talent, and then describes the process carried out in Bizkaia and the lessons learned from the development of the ecosystem, providing a reflection on the key elements and benefits of such an approach and challenges for its sustainability over time
